Karen Webster, MBA – President and Chief Executive Officer, joined the Eye Care for Animals team in May 2006, and is responsible for overall efficient operations and uniform operating systems for more than fifty Eye Care for Animals hospital clinics, which comprise its family of companies nationwide. She is responsible for overseeing administration and operations, along with expansion and growth initiatives. Exceeding client expectations for delivering quality service and excellent patient care is of utmost importance to Karen.
Prior to joining ECFA, Karen served as the Chief Operations Officer for one of the nation’s largest credit unions, and has more than 20 years of managerial experience in the financial services industry, with special emphasis in human resources. She earned her Bachelor’s Degree from Western Illinois University, and Masters in Business Administration from the University of Illinois at Champaign-Urbana. She received her certificate in Employee Relations Law from the Institute for Applied Management and Law.
Karen has spoken on a variety of business management topics at national conferences including the Veterinary Specialists in Private Practice (VSIPP) Conference, CUNA COO Councils Conference, National Community Investment Coalition Conference, and has taught college human resources and business-related courses. She is a past recipient of the Business Woman of the Year, and Agency Service Volunteer of the Year.Less Info
Holly Seago, MBA, CPA – Controller, joined the Eye Care for Animals management team in December 2014. She has over 25 years of diversified experience in Accounting and Operational Management. She is responsible for assisting in directing the financial activities of the company including budgeting, financial statement preparation, internal controls and external audits. She will supervise the Accounts Payable department and a staff accountant. No stranger to veterinary medicine, Holly previously served as Office Manager/Bookkeeper for an exotic animal hospital. Most recently she was Controller for Arizona Land Group//Western Oil Independent where she performed all Accounting functions for multiple entities, provided management services for commercial building and interacted with both government agencies and outside investors.

Frank J. Frassetto III, BSHM, CRT – Chief Operating Officer, joined the Eye Care for Animals team in July 2016. Frank’s responsibilities include inventory, equipment and facilities management, IT/Telecommunications, client service, plus expansion and growth initiatives. He is responsible for ensuring that all of our nationwide locations are modern and comfortable and that our doctors have at their disposal the most advanced state of the art diagnostic and treatment equipment available.
With over 20 years of human healthcare operations experience, Frank’s background includes: operations, project management, risk/safety compliance, and healthcare technology. He has held multiple directorships and regional administration positions in national healthcare organizations within long term acute care, home health, and short-term acute care. Among Frank’s prior accomplishments, he developed and implemented a satisfaction/quality program that raised national reporting scores across the board from the low 70th percentile to the high 90s within 1 year of implementation. As a clinician, Frank was an authority on the utilization of non-invasive positive pressure ventilation for pediatric patients and presented this information to some of the largest medical colleges across the country.
Frank holds an Associates degree in Respiratory Therapy, a Bachelors degree in Healthcare Management, and is currently pursuing his Masters degree in Operations Management from New England College. Elise Alt, CPA – Controller, joined the Eye Care for Animals management team in May 2015. Elise has over six years of accounting firm experience using analysis, audit, tax preparation and financial statement preparation skills. Most recently, she was a Financial Sr. Associate for Aetna, where she performed accounting functions for a business product segment, including ad hoc reports and analysis. Renee Blair – Veterinary Software Specialist, joined Eye Care for Animals in August 1987. She began her career as a Kennel Technician and within six months was promoted to Ophthalmology Technician. Within ECFA, she has been a Team Leader, Operations Manager and Human Resources Director. Renee was named Training Manager in 2003, overseeing training and continuing education corporate-wide. As the lead ImproMed software expert, Renee’s role shifted in July 2015 to focus exclusively on practice software.Less Info
Debbie Brinkoetter – Marketing and Public Relations Director, joined the Eye Care for Animals management team in February 2013. She is an award-winning marketing and public relations expert with 15+ years’ experience in healthcare marketing and public relations. Prior to her move to the Southwest, she served as Regional Director of Public Relations and Marketing for Carondelet Health in Kansas City, Mo., a division of Ascension Health, the largest, national faith-based health system in the United States. In addition to internal and external marketing/public relations, Debbie is a master at crisis communications and as Public Information Officer handled many delicate, high profile media situations. She’s received both OMNI award and APEX award first place finishes for advertising campaigns she’s led. Marketing programs she’s initiated have resulted in international recognition, a record number of patients seen within the first month of launch and a 12% increase in volumes within the first quarter of implementation.

John Davis, M.A. – Information Technology Manager, joined the Eye Care for Animals management team in October of 2002 and is responsible for the management, configuration, and support of the Eye Care for Animals computer network. He oversees the development and maintenance of all computer and phone systems, applications, security, and network infrastructure. He also manages the technical support “helpdesk” and ensures that the technology and its users get the support they need. John believes in leveraging technology as a strategic business advantage that supports Eye Care for Animal’s goal of delivering the highest possible ophthalmic care to animals and exceptional service to their owners.
John has over 16+ years of expertise working in the computer technology industry. Prior to moving to the Southwest, he worked with the Veterinary Referral Center of Colorado, a premier Veterinary Specialty hospital, along with many other businesses in Colorado as a technical consultant, database programmer, and network systems developer. He has extensive experience as a computer systems administrator for legal firms, Universities and at a large national insurance company supporting their 600+ workstation contact center.

Tina Perkins – Training Manager, joined Eye Care for Animals in November 2002 as a Technician Assistant. Within 3 years of her hiring date, she was licensed as a technician in Arizona. By 2007, she had become Practice Leader for our North Scottsdale office. Since that time, Tina has helped out the Training Department on occasion, serving in a Trainer capacity and even traveled to El Paso on a regular, weekly basis to serve the ECFA practice there. She joined the Administrative Team in her current position as Training Manager in July 2015.
Tina attended Arizona State University where she earned her Bachelors of Science degree in 1999. She is a member of NAVTA, served 2 years as the President of VOTS (Veterinary Ophthalmic Technician Society) and then took on the role of VOTS Treasurer. Tina has served on the Fee Schedule Committee since January 2013 and has been the Technician/Inventory/PL representation on the EMR (Electronic Medical Records) Champions Committee since January 2014.Less Info
Kristin Scillieri, CVT – Operations Manager, joined the Eye Care for Animals team in July 2005. She began her career as a Certified Veterinary Technician at the Gilbert, AZ practice. After five years, she was promoted to Practice Leader of the Phoenix, AZ practice. Kristin joined the management team in 2012 as the Operations Manager. She is responsible for conducting practice level evaluations to ensure standard operating policies and procedures are being followed company-wide.
Kristin graduated from the highly recognized and AVMA accredited Colorado Mountain College with a degree in Veterinary Technology. She has over 12 years of experience as a technician. Kristin is also an unseated board member for the Veterinary Ophthalmic Technician Society.Less Info
Jenifer Ward – Human Resources Manager, joined the Eye Care for Animals management team in December 2015 after 15 years in Human Resources management for Fairmont Resorts International. Her last four years she served as Human Resources Director for the Four Diamond rated Sonoma Mission Inn & Spa in California and was instrumental in working with staff, management and business leaders to achieve the 2014 #1 “Best Places to Work” award. Jen has extensive experience in working with multiple, diverse teams and is passionate about creating a culture of excellence and accountability. Her areas of specialty include employee law, benefits and compensation design, performance management, training and development as well as recruitment and retention. During her tenure with Fairmont she received both Manager of the Quarter and Manager of the Year honors.

Heather Yacoub, CVT – Purchasing Manager, joined the Eye Care for Animals team in September 2005. She began her career with ECFA as Practice Leader at the St. Charles, IL practice. Heather joined the management team in 2006 as the Technician Trainer followed by Purchasing Agent. In 2016 she was promoted to Purchasing Manager. She is responsible for managing all purchasing activities including vendor relationships, drug and supply inventories, plus processes and procedures. Heather is also responsible for ensuring the operational supply and equipment needs are met in each practice.
A graduate of the AVMA’s CVTEA fully accredited Parkland College in Champaign, IL with a degree in Veterinary Technology, Heather is currently working toward the Certified Professional in Supply Management (CPSM) certification.
